Aug 08, 2015 · It appears there is a great lack of coherency in Rockstar's behaviour, on the one hand they publicly condone single-player modding (FiveM is and will remain a mod that does not connect to GTA:O), but on the other hand they appear to be banning users from the game entirely just for making mods for the game.
